yes you can get a kit to make any hard drive into a external one. they are about 20 bucks but make sure the it has the same connectors as your hard drive for ex. SATA or IDE. then you plug it into your usb on your laptop and if the hard drive is not damaged you should be able to open it like anything else.

If there's no way to start up the computer (I'm assuming it's a desktop computer), the best you can do is get a Desktop to Laptop Hard Drive Adapter. It's a little kit you hook up to your laptop where you can plug in your desktop hard drive and import it. After you import it you can probably use it as a second hard drive.

If your failed computer is a laptop as well, you may be able to swap the hard drives to get the pictures onto a CD or DVD, then switch back and copy from the media.

Yes, you could take out the hard drive, plug it into another PC or a friends PC and copy them onto a flash memory stick (or any other memory storage device) and copy them onto your laptop.

If you do not know how to do this, a computer repairs store should be able to do it.

Hi C5
As far as I am aware there is not an adaptor to Desktop to Laptop, Laptop to Desktop yes.
If your old PC is not working at all take the hdd out and ask a friend if they would connect your hdd to there desktop as a slave drive and copy the files you want to any storage device CD/DVD/Memory Stick. You can then copy them to your laptop. Remember photos and videos take a lot of space on your hdd.
If you took it to a shop I should think the charge would not be a fortune.
Good Luck
