OK, first, please stop typing in all caps. It is the same as yelling or shouting, and it is rude online.

You need to talk with your city's or town's chamber of commerce if you are in the US. If not, then contact whatever the governmental office is, and ask them where to locate the requirements.

Trust me, you'll need more than just clothes and a shop.

you need to find out first before you spend money on anything

1. if their is a market for your clothes, you would not try to sell clothes for ages 11-14 in a town full of pensioners, and the value of your range of clothes is not too pricey for the area

2. the cost of renting a shop in the location needed for a clothes shop would cost around 1000 a month to run, that means if you make 10 per item you would need to sell 25 a week before you would break even, and thats before you think about staff.

3. have you any experience in selling clothes do you know clothes well, do you have suppliers who are reliable,

4. cash flow is most important to any size of business, no cash means no stock, wages or money to pay the bills, do you have back up cash if required

5. one of the things people do not think about is the lease ont he rented shop, if its 3 or 5 years, thats means you have to pay the full term could be 8000 a year, tied in by law, the way around is if you can lease the shop while your still under contract, thats if the business is not successful

A business plan and a niche clothing outlet since without either or both success is higly unlikely.
