There is a brand new one for around $259 called the ASUS EEE PC, which is a very small and portable laptop that runs Linux (http://eeepc.asus.com). I'm planning to get one of those myself. Otherwise I would highly recommend Dell (http://www.dell.com), they always have inexpensive laptops that are great for students.

I'm on a student budget, and I purchased my Toshiba Satellite A200-1DA laptop from dabs.com. I found this company had a reliable delivery service. Acer are an affordable brand for reliable laptops, and also Mesh (www.meshcomputers.com). Hope you find one =D

If you are in the UK try
www.morgancomputers.co.uk
www.laptopsdirect.co.uk
Even the cheapest laptops will run office tasks, which is mainly what he will use for his studies, and be perfectly adequate for surfing the internet. He won't be able to play games much more advanced than solitaire, which is probably no bad thing. If he's likely to do photoediting or videoediting he will need something with more than the basic memory and a reasonable sized hard disk.
The minimum spec recommended by Computer Shopper magazine is:
1.6 GHz Intel celeron M 420 processor
512MB DDR memory
60 GB hard disk
DVD rewriter
Integrated graphics
15.4in widescreen 1,280x800 LCD
Wireless networking 802.11b/g
Connectors - at least 3 USB, memory card reader
Software Windows Vista Home Premium (Home Basic is not worth the effort) - however Vista requires at least 1 GB of memory to run, and there are still plenty of laptops being sold with XP
Weight 3kg
Regarding processors, dual core is good, Core 2 Duo is better.
Laptops Direct are advertising a Hewlett Packard 530 with the other spec for under £300. Also check out their 'box opened' bargains.
Don't forget that you will need to budget for an office software suite. Open Office is free and can be downloaded from the net or often features on the discs you get on the front of computer magazines. If you want Microsoft Office, you can get the 'Student and Teacher' edition far cheaper than the fully specified suite.
