I think someone is pulling your leg, no dogs are allowed into shops or places where food is sold, not even into shopping centres, (the only exception is into pet stores) except obviously for guide dogs.

Did you think that because they are called King Charles Spaniels, that there is some sort of royal decree that states they must not be refused entry to shops? They are only called King Charles Spaniels because their ears are reminiscent of the wigs worn in the era of King Charles II. (Although WikiPedia says that they also acted as companion dogs for royalty?).
EDIT:
____
Someone has quoted hearsay from the Kennel Club website in America - for all I know this is a myth. Show me a UK website and preferably a webpage within the UK Government website that confirms this - then I will readily believe it.
FURTHER EDIT:
____________
Yeah, I'm afraid a quote from a pet shop website is no more reliable than bloke in the pub. Show me the website that has the full decree.

This is actually true...only a really long time ago. I don't know all of the details, but King Charles was really fond of the breed (hence their name) and made that rule. You'd have to look into it, but it's not a complete falsehood. It probably wouldn't stand up anywhere though.

No, it is not true, where did you hear this ridiculous story.
the only dogs that can go everywhere is a service dog for the handicapped or blind.
better review your source.
